How could I dress my black horse up as a cow?

I need for my costume to be safe (this means that there is no part of it that can spook him) also, he is a gelding. Painting him with white spots is by the way out of the question (I tried out my halloween costume on him last week- i painted white on him, to make him look like a cow, but the white didnt show up)
HELP! My barn’s costume party is on Friday!!! I need suggestions!

    Well, you could buy white spray paint, and spray him all over with dots, and buy a bell to go around his head!
