Myth about black horse that carries children into the ocean.?

I need to find out what this myth is! or story! i have heard it before, something about a black horses carrying children into the ocean when they try to ride it.

This creature is called a kelpie. Kelpies are creatures of Celtic folklore. Their color can range from black to white. They are said to live in the lochs of Scotland and Ireland. They trick children into riding them. once they hop on it’s back the kelpie takes them to the water and drowns them. It then devours the child except for the heart or liver.
