How did the one room school houses turn into the public schools we have today?

One room school houses catered to all age levels and it became apparent that each age had a level of learning. Eventually, teachers were assigned to age groups and that led to focus teaching, meaning, one teacher handles math, another science, another social studies and so forth. That meant smaller groups and higher student success rates.
That’s not really the reality of public school systems today. At least not the inner-city schools.
